Updating patch after rebasing.

New api {{getActivateIterator}} in OrderingPolicy will be used to activate application from
pending list. For {{FiFoOrderingPolicy}}, it will be comparing priority and timestamp. Also
 if we use  {{FairOrderingPolicy}} {{getActivateIterator}} alone, then it will compare applications
with priority/submitted timestamp. But if we use any other comparator, then order will not
be as expected.
[~leftnoteasy] could you please share your thoughts.
