[~sandyr], by processing both resource decrease and increase request through RM, the original
problem that I brought up should not be an issue any more. 
What we are trying to grasp right now is if it is really necessary for the increase action
to go through RM->AM->NM. IMHO, if we can eliminate the need for that while still achieving
reasonable performance, that would be ideal.
