[~xinxianyin], it seems getAllResourceRequests cannot solve the problem, off-switch resource
request will be kept in the requests map even if there's no requests. Instead, you can use
SchedulerApplicationAttempt.getAppResourceUsage.getPending > 0 to check if the app has
"real" requests.
