why not restrict it to be just during registration?

As I understand the requirements, it's necessary to handle the case where the derived set
of labels changes during the lifetime of the nodemanager, e.g. externally libraries might
be installed or some other condition may change which effects the labels & no nodemanager
re-registration is involved, and yet the changed labels need to be reflected
