The progress bar doesn't show because of 
"String percent = String.format("%.1f", app.getProgress() * 100.0F);" in "org/apache/hadoop/yarn/server/webapp/AppsBlock.java"
If the language is Italian, for example, the percent is a string with the comma, and so the
output in HTML is:
"<div class="ui-progressbar-value ui-widget-header ui-corner-left" style="width:82,0%">
</div>" if you change the comma this the dot it works.

(also see screenshot), and it seems the problem is that it uses a comma as decimal mark, where
most browsers expect a dot for floating-point numbers. This could possibly be due to localized
number formatting being used in the wrong place, which would also explain why this bug is
not always visible.
