I'm not sure if we will have quick solution for YARN-3087. I'm okay if we want to work around
to put the web service module in the existing webapp. I think we can make per-node aggregator
as a singleton because an NM will just have one. In this way, we can easily refer to it in
different places of NM. Thoughts?
