         Description: 
Admin can either specify labels on a host (by running {{yarn rmadmin -replaceLabelsOnNode
host1,label1}}) OR on a single NM (by running {{yarn rmadmin -replaceLabelsOnNode host1:port,label1}}).

If user has specified label=x on a NM (instead of host), and later set the label=y on host
of the NM. NM's label should update to y as well.
    Target Version/s: 2.7.0
