Good catch! Sigh, it was there in my yet-not-posted design doc for YARN-941, but missed it
somehow.

I think the only rational solution for this is decoupling tokens for localization and log-aggregation
from user. I don't like adding new APIs through which users can submit new tokens - this is
really a YARN responsibility and so it should automatically get tokens that are needed.
