Yes, the patch implements the ["Another possible approach" comment|https://issues.apache.org/jira/browse/YARN-2331?focusedCommentId=14070925&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-14070925].
 This is how we're currently managing NM restarts, as we don't run our NMs under supervision.
