My understanding from the comments was that in most cases this cache was adding overhead without
benefit since the RPC layer was not controlled by the cache.

We have no empirical evidence either ways about the performance. If you know of cases where
this change of default might cause issues, then it would be helpful if they were enumerated
in a comment. Then Tez/other users could test for those cases when they upgrade to 2.6 and
make their own choices.
