There are different kinds of blacklisting, the one at issue in this jira is the application
level one.  The cluster level one ends up with the node's resource value being removed from
the cluster resource and it doesn't need to be addressed here (because removing it from the
cluster resource removes it's resource amount from any headroom calculation already), this
is to address the application level blacklist, which needs to be handled at this level.
