Thanks Varun for the patch. I'm wondering if it would be possible to make this configurable
at the system level and per-app. For example, I'd like an application to be able to specify
that it wants to run with strict container limits (to verify SLA's for example), but in general
I don't want these limits in place (why not let a container use additional CPU if it's available?).
