I am not sure whether we need to check about completed apps for CS and Fair?
Only in this case of having completed apps, we have problem of evicting apps beyond a limit
as mentioned by [~wangda] in YARN-807.

May be two separate apis (getRunningAppsInQueue, getPendingAppsInQueue) with common behavior
across CS/Fair could be a better approach.
