May a another way to do this is add a config in per queue, like {{..queue-path.disable_preemption}}.
And in {{ProportionalCapacityPreemptionPolicy#cloneQueues}}, if a queue's used capacity more
than guaranteed resource, and it set disable preemption. We will not create a TempQueue for
it.
We will not require RM restart if queue property changed (queue property will be refreshed
and PreemptionPolicy will get such changes.

Does it make sense?
