The regression is org.apache.hadoop.yarn.server.resourcemanager.scheduler.fair.TestFairScheduler.testIsStarvedForFairShare.

I applied the patch to the latest trunk code, ran this UT in my local laptop. The UT always
succeeds.
I've also check the code, but could not figure out why the UT fails.
Can anyone help?
