If we add this feature, it should certainly be optional. Think of the following scenario,
which quite usual:
# Cluster is divided between 100 queues
# Queue 1 require more resources and ask for more capacity
# More machines added to the cluster to respond to the new demand of  Queue 1
# The min and max Resources of Queue 1 is updated accordingly

If the  queues' min and max resources are expressed in terms of percentage, then all the queues
have to update their percentage.
