Thanks for the patch.

I have looked at the patch however looks like there is one confusion when we call it LeafQueue#getMaxAMResourcePerQueuePercent
then it should be percentage AM for that queue not the whole cluster and that should be equally
distributed to all the queues.
Lets take an example
A,B two queue which have 10% and 90% resources
And if  getMaxAMResourcePerQueuePercent is 50% then AM percentage for Queue A is 5% and for
Queue B should be 45%
which is 50% for the whole cluster.

Thoughts?
