That should be the parsed host:port instead of "dummy"?
When there's only one item in proxyUriBases, we don't look at the key; and given that we only
put "dummy" when using PROXY_URI_BASE (the old property) and we weren't verifying that the
URL had a host:port before, I didn't want to add that checking now in case it would brake
someone's code that worked before.  I can change this if you think we should still parse the
