I was thinking along the lines of a protocol such as:

Resource Request -> Resource granted -> AM then does (Launch Container or Delegate Container)
via NM which re-works cgroups if required.

We have explicitly avoided any container management directly between RM & NM in YARN i.e.
launch container or re-size container. Of course, RM can still revoke containers during preemption.
Having this done via AM is better for scale and simplicity (all of resource acquisition is
limited to AM-NM protocol).
