As I was trying to indicate [here|https://issues.apache.org/jira/browse/YARN-1318?focusedCommentId=13834101&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13834101],
we may have to think about completely moving them off the local disk, but it radically changes
the operator workflow. Today admins edit those files separately, we'll have to move towards
CLI tools completely for this to happen.
