If size based weight is turned on and an app has 0 demand, I think giving it 0 fair share
is the correct thing to do.  I.e., if there are two apps and one has 0 demand, the other app
should get the entire share.  We just need to handle the special case where all apps in a
queue have 0 weight and make it so that this does not result in an infinite loop in the computeShares
method.
