Here is a patch that moves the fencing and transition to standby logic from ZKRMStateStore to RMStateStore. The store implementations are expected to throw a {{StoreFencedException}} when they are fenced. Uploading this for any quick remarks.

Will post another patch to address the suggested cosmetic changes.
