The forwarding of RMStateStoreEvent from RM to RMStateStore should be inconsequential. Anyway,
the updated patch gets rid of that code.

The new patch creates a separate RMStateStoreOperationFailedEvent that corresponds to the
RM being fenced. Also, updated documentation. Manually tested it and things work fine.

I believe the patch is ready for review. Will create JIRAs for removing Exception from notifyDone*
methods.
