Attached patch that makes the changes discussed above. To avoid allocating and filling a HashMap
every time acls are checked, the patch also changes QueueManager#getQueueAcls to QueueManager#getQueueAcl
and removes the getQueueAcls method in Queue that is no longer needed because of this.
