If we make totalCapability volatile then we don't need to use a read/write lock.

admin API to RM and take effect on RMNodeImpl, when NM heartbeat (just status update, but
not register), the change will be aware there and pass to schedulerNode before scheduling.

Does this mean that if the node is restarted we lose the capacity correction done thru the
RM admin API for that node?
