Agree we should keep MAX as the only scheduler wide configuration.

The TaskAttemptImpl SLOT_MILLIS thingy, there is a JIRA to get rid of that, MAPREDUCE-5311,
that should be done there.

The code removed in the ResourceTrackerService should be moved to each scheduler if it corresponds.

Agree we should get this in for 2.1.0-beta to avoid deprecation, making it a blocker.
