1.Heartbeat thread catch throwable instead of IOException and YarnException, and inform callbackhandler
via existing throwable savedException. 
2. Add sanity check back to unregisterApplicationMaster. Looks like previous changes deleted
this
3. No new test case added, Previous test cases are enough to cover.
