This patch will make it so that the local path is printed only when it exists (which is really
just when newState is LOCALIZED). I was thinking maybe just put the entire toString() in that
log, but decided against it.
Please let me know if you still feel strongly about making it only a debug statement / as
a separate LOG statement during the transition.
