I suppose that YARN-946's scope is the reading part. Think it out loudly: reading and writing
implementations can be separated, because it's more secured that RM only owns the writing
interface, while only the reading interface is exposed to the users. Moreover, separating
them is more elegant if AHS in the future runs as a standalone process. Thoughts?
