Another issue that has been discussed in the past is the impact that long lived processes
can have on resource scheduling. It is possible for a long lived process to grab lots of resources
and then never release them even though it is using more resources than it would be allowed
to have when the cluster is full.  Recent preemption changes should be able to prevent this
from happening between different queues/pools, but we may need to think if we need more control
about this within a queue.
