I think we should get to the root of the problem here.. looking at the current state transitions
it looks like it is not possible for RMApp to get an APP_ACCEPTED event and also it is not
logical to get one...Adding the transition will not be a good idea... I checked the rm restart
code too and there too it doesn't seem to be a problem...looks like either recent rm restart
changes fixed it or we are missing something..
