Oh, I miss that part. Before we kill any applications, we can check current state of this
application. If current state is FINISHED/FAILED/KILLED, we simply throw a YarnException (or
maybe a new exception KillNonRunningApplicationException ?) saying we are trying to kill non-running
application.
