Agreed about fixing the Jenkins script.  In general, I also don't think it's invalid for an
AM to exit without launching a container, and AMRMClientAsync does nothing to prevent this.
 But in the case of distributed shell, I don't think it makes sense to run a shell command
with no containers to execute it.

I will attach an addendum patch that fails distributed shell early if the number of containers
is 0, amend the test to use 1 container, and add a timeout.
