The patch looks good to me. The only problem I have is with how we are informing the AM of
the maximum number of retires that it has.  This should work, but it is going to require a
lot of changes to the MR AM to use it.  Right now the number is used in the init of MRAppMaster,
but we will not get that information until start() is called and we register with the RM.
 I would much rather see a new environment variable added that can hold this information,
because it makes MAPREDUCE-5062 much simpler.  But I am OK with the way it currently is.
