I chatted with Arun off line a bit about this, and he pointed out to me that the APIs are
marked as Evolving, I should read the patch more closely next time.  So I am OK with putting
it in with the API as it is.  I still think that having a float for the API is preferable,
but until we actually start using it in practice we will not know what the real issues are.
