Thanks Wangda for putting up the RC for 3.1.0.

+1 (binding).

Verified the following:
- Built from source
- Deployed binary to a 3-node docker cluster
- Sanity checks
	- Basic dfs operations
	- MapReduce Wordcount & Grep
