Hi, I think you should check the followings:

* The setting is already written to /etc/security/limits.conf.
* The command is executed by root user.
* If you use sshd to connect the server and execute the command, you 
should make sure you have "UsePAM yes" in /etc/ssh/sshd_config and 
restart sshd once again.
