In addition to handling whether svn is installed conditionally, we might also need to handle
the situation where the version of svn on the host machine is different from the version of
svn that comes with the Pig project. 

For example, Pig build fails on my Windows machine because of the version mismatch:

$ which svnversion
/cygdrive/c/Program Files/Subversion/bin/svnversion

$ svnversion
svn: This client is too old to work with working copy '.'; please get a newer Subversion client
