A few notes:

* TestMRJobs doesn't actually appear to be a unit test.  It looks more like an integration
test.
* It currently takes about 18 minutes on my laptop to run.  It's significantly longer on Jenkins.
* Most of that time is spend starting up and bringing down clusters.
* Is there any reason for it to do that? i.e., why can't can't it just bring up one cluster,
do the tests, then shut it down?
