This is essentially a duplicate of HADOOP-8738 and has the same issues as the original version of that patch.  If this is committed then sample jobs like the sleep job and TestDFSIO which are run by QE and some users/admins will be broken since they rely on junit.

To solve the general problem of test jar dependencies polluting the normal classpath I think we need something like HADOOP-9116, where test jar dependencies are placed in separate locations outside of the normal classpath.
