Sorry for the delay in the review. 

Regarding addMRFrameworkToDistributedCache() - one minor question:  the code allows for a
non-qualified URI. Should we enforce provision of a fully-qualified path always?

Minor nit: I believe there should be nothing in the implementation that requires HDFS as the
storage for the MR tarball? Documentation needs to change as a result unless you believe there
are reasons for not mentioning other filesystems ( except maybe from a testing point of view
)?

Patch looks good otherwise. Thanks for adding the detailed docs.
