I'll say this again, I'm -1 on adding a new config to track another one in the scheduler.
Expecting admins to remember another config for the same value (one for YARN & another
for MR) is not kosher - our configuration is bad enough.

We can use the same one in the scheduler (i.e. don't fix YARN-1004) or we can add back RegisterApplicationMasterResponse.getMinimumResourceCapability
as LimitedPrivate("MapReduce").

I'm ok with either of the above.
