This Patch is for branch-1

This can be fixed by MAPREDUCE-3206, however. we'd better fix the problem introduced by fairscheduler
in fairscheduler. I port the code in EagerTaskInitializationListener to seperate job initialization
from RPC call path. It works in my cluster.
Any comments or suggestion is appreciated.
