I *think*, input file might be an empty file. 

If so, CombineFileInputFormat#getSplits just returns empty *splits* list. Where as FileInputFormat#getSplits
creats a file split of length 0 for each empty file and adds it to *splits* list. So the number
of file splits is atleast 1.

BTW Why do we need to submit a job having an empty input file(s) to framework?
