This patch is out of date.  the FileOutputCommitter has had major changes to it, and this
patch needs to at least be upmerged for trunk

of throwing an exception.As a result, when the temp directory is needed later, since the temp
directory hasn't been created yet, system will throw an exception to tell user that the temp
directory doesn't exist.In my opinion, the exception is not exact and the error infomation
will confuse users.
