Note dao = Data Access Object

Most of the testing was done manually since there is no automated tests for the html web ui.
 I commonized much of the data access for the html and webservices.   I did extensive testing
on the web ui - went to every page, tried every link I saw.  Tested with filters and with
security (as much as possible). Security currently isn't working in app master and history
server for job acls.  There are a few other issues I found not related to this change that
I will be filing jiras for.

There are also other enhancements we can make to ws as far as other query parameters, adding
more fields to the output, etc.
