Adds a log servlet running on the history server - which reads the aggregated logs from hdfs.
Changed the log format to include owner and ACL information. This needs some more change to
be able to access individual log types more easily, and other improvements - will open a separate
jira for that.
The patch does not enable LogAggregation (will enable it after MR3146) - can be enabled via
{{LogAggregationService.handle}} and TestLogAggregationService @Ignore.

Tested with aggregation enabled on a secure and non-secure cluster.
