This line
{{int level = this.maxLevel;}}
initializes variable "level" to "this.maxLevel". If the real locality level is larger than
maxLevel, the method "getLocalityLevel" always returns "this.maxLevel", which is incorrect.
To make it work, I change it 
{{int level = Integer.MAX_VALUE;}}
