The only corner case that isn't handled yet is when a file on DFS is originally a private
file, gets localized in private dirs on TT and then subsequently becomes a public file on
DFS itself. Though it is still a possibility, it is pretty corner-case. I am +1 for moving
this one out of the blocker queue for 0.21.
