Update: I modified TestJobCounters to use a MiniMRCluster and this came out with the same
numbers as with my modified LocalJobRunner. So the LocalJobRunner definitely does not affect
the correctness of these counters; the new values are fine. I'll leave the LocalJR version
in this patch though because it is faster.
